Simple Tags升级到1.04a啦

上午把所有的插件都看了一遍，该删的删，该升级的升级。Simple Tags升级到1.04a了，我也该准备这个theme标签云的修改了 ……懒惰的我

但是，生成到<meta>的中文tag是乱码的问题还是没有解决，很奇怪，文件明明是utf-8的……
